Línea de investigación sobre ARQUITECTURA SOCIAL

Esta semana hemos iniciado un curso experimental, un curso que pretende ser innovador y que va a ser ciertamente específico de un tema contemporáneo pero poco introducido en el ámbito académico europeo.

El curso se denomina “Acción y responsabilidad social en la arquitectura y el urbanismo”. Para explorar el contenido del mismo, nos es necesario hacer una pequeña disección semántica analizando la carga de significado de cada palabra para encontrar el significado global.

ACCIÓN._”Efecto que causa un agente sobre algo”. Primera conclusión, tenemos que causar un efecto. Relacionado con la posibilidad o el resultado de “hacer”.

RESPONSABILIDAD_Del latín Responsum. “Capaz de responder a sus compromisos”.

SOCIAL_relativo a la sociedad_Agrupación natural o pactada de personas, que constituyen unidad distinta de cada uno de sus individuos, con el fin de cumplir, mediante la mutua cooperación, todos o alguno de los fines de la vida.

ARQUITECTURA Y URBANISMO no son palabras que vayamos a analizar en este momento.

El título por tanto, frío en un primer instante, resulta que está cargado de intención y de complejidad ya que hace referencia a “todos o alguno de los fines de la vida”.

Y es en este contexto donde se sitúa el programa del curso, que va a proponer un recorrido a través de la ciudad y de los ciudadanos, desde la ciudad analógica a la ciudad virtual.

Ciudad.0: Se iniciará el programa con un análisis alternativo de la ciudad, a través de mapas y diagramas. Se considera que es necesario el saber relacionar los diversos datos que arroja la sociedad contemporánea y encontrar posibles interrelaciones. Cómo mapear una ciudad, cómo representarla, cómo analizarla desde la visión mutable y evanescente de la contemporaneidad y como interpretar sus datos. Como decía Bruno Latour, “la verdad es aquello que circula”.

-el meanwhile, la imposibilidad de dar respuestas a muchos desarrollos urbanos estancados y por tanto  la necesidad de definir nuevas herramientas urbanas más flexibles, tanto físicas como temporales;

-los modos de detectar espacios de exclusión y el modo de revertirlos en espacios de oportunidad.

Será un intento de “reprogramar” la ciudad existente a través de nuevas estrategias urbana, implantación de usos temporales y de implicación directa de la ciudadanía.

Ciudad.2: El tercer bloque presentará cuestiones relativas a las “smart cities”. Análisis, casos y propuestas que colaboran al la construcción de una ciudad abierta y colaborativa, gracias a las TIC. El bloque está dirigido a  la formación de los estudiantes como smart citizens.

El curso concluirá con unas visiones sobre la ciudad digital, esa segunda versión que tiene la metrópoli  y la sociedad en la red, creando dos ciudades paralelas e interconectadas, que en el fondo son las mismas.

Esta semana inicia por tanto, una asignatura en la que tenemos muchas expectativas y que pretende tener una visión interdisciplinar del mundo contemporáneo a través de lecturas sociológicas, geográficas, económicas, políticas,…que irán configurando la ciudad del mañana.

Contemporary cities present a wide variety of unresolved issues, as shown by the many different abandoned empty plots and empty buildings existing in the urban fabric. This situation has been taken advantage of by the inhabitants of Zaragoza as an opportunity to intervene directly in the city. The “Estonoesunsolar” programme of Zaragoza City Council, commits to the recovery of PUBLIC SPACE as the backbone of today’s city, through the occupation of empty plots for tremporary public use. “Estonoesunsolar” started off with temporary interventions in abandoned plots in the historical quarter of the city, of public and private ownership.  Later, given their great success, they spread to the rest of the city.The programme offers a quick answer to the needs of each neighbourhood, analysing the socio-economic conditions, amenities and green spaces that already exist, as well as the deficiencies of each area.  Social cohesion is favoured through citizen participation processes. At the same time, many different cultural and educational activities have been carried out that emphasise the value of the interventions, inviting citizens to experience these spaces. The program’s initial goal was to develop an Employment Plan, which should involve 50 workers for cleaning empty plots of the Historic Center of Zaragoza. On that premise, it raised the possibility of developing a set of proposals, that beyond strictly complying with the objectives, allowed the temporary occupation of the empty plots, offering a range of temporary uses for these frequently misunderstood places.. These proposals start from the program “everyday gaps (los vacíos cotidianos),” held in 2006 within the framework of  “en la frontera (on the edge)” of Zaragoza, in which the same authors were able to begin testing the ideas about the temporary occupation of sites, this time in an “artistic” context, with different constraints but holding the same concepts.

2_ the accident. The proposals arise from the observation of different and numerous existing sites in the context of Zaragoza historic city center, assumed as unexplained gaps in many cases (and surprising in most of them). In some of the sites, the demolition of a small wall has been enough for a sudden vacuum to appear, showing cold in their nakedness, out of context, and that surprisingly opens up new visuals, hidden until then, to create a new contemporary urban space. There is a reading of the city with the codes of an “non-written urbanism“, spontaneous in some cases, and consolidated in others. In this regard, and given that applications are developed following studies of needs demanded by associations and neighbours, it is a flexible tool to start responding to specific problems.

3_the  vacuum. Value has been put in the suggestion of emptiness, the void, the invisible and silence. These temporary loosening of the plot is a dynamic tool, changing (temporarily), allowing a flexible and alternative reading of the city and the public spaces. It aims for non-material and ethereal solutions , expressing the provisional nature of its presence and establish a dialectic with their in-built environments. Vacuum is hoped to be the creator of situations and events.

4_the name. From the outset it was considered essential to find a name for the interventions, which give meaning to a program without program, without a property owner, to a un built site, to a nameless space. The program was called “estonoesunsolar”(this-is-not-an-empty-site). It was desired to escape from the constraints imposed by words and their meanings, with the intention from the beginning, to propose a new look (this is not a site, this is not what it looks like, look at it with different eyes …). La manifestazione “GREEN UP – ” si inserisce all’interno del calendario di eventi degli Smart City Days 2013.  Il Cruscotto Smart City offre al cittadino una serie di grafici intuitivi con caratteristiche di sinteticità, immediatezza e semplicità d’uso, utili per descrivere fenomeni rilevanti dei temi trattati e monitorati da Smart City.  Si svolgerà dal 7 al 9 giugno ed è realizzata da Linaria con il sostegno della Città di Torino e della Fondazione Torino Smart City. Dentro del programa general Smart City. Un día en la vida de la ciudad, el Centro de Cultura Ciudadana Cibeles de Madrid en colaboración con el colectivo Paisaje Transversal y el Centro Nacional de Tecnologías para la Accesibilidad (CENTAC), presenta un proyecto expositivo y participativo que profundiza en el concepto de Smart Cities situando el foco sobre el ciudadano, porque no hay ciudades inteligentes sin ciudadanos inteligentes.
Las Smart Cities se definen por su capacidad para conectar actores y agentes, compartir información y generar redes de colaboración.
Estas serán las claves con las que Paisaje Transversal plantea su experiencia Smart: conectar a los ciudadanos, compartir información y generar red.
El proyecto expositivo gira en torno a las siguientes premisas: ¿Qué es la inteligencia ciudadana?¿Qué es una práctica ciudadana inteligente? Asociada a estas preguntas se establecen varias estrategias expositivas como una campaña en twitter, elaboración de cartografías o dinamización a través de talleres. Este proyecto se completa con una serie de herramientas elaboradas por el Centro Nacional de Tecnologías para la Accesibilidad (CENTAC), que están trabajando en una aplicación para dispositivos móviles que se convertirá en un auténtico observatorio ciudadano de prácticas urbanas. Por otro lado, el colectivo de artistas visuales lacasinegra desarrollará su particular visión Smart a través de obras en video y fotografías.
Al situar al ciudadano en el centro de la exposición, el visitante entenderá su condición inherente de smartcitizen por pertenecer a la sociedad de la información y habitar en una ciudad como Madrid en la que las TIC y el flujo de datos están continuamente presentes, permitiendo conectar a los ciudadanos, compartir información y generar red. En la exposición Smart Citizens  se presentan las estrategias  del prgrama estonoesunsolar  de los  arquitectos Patrizia Di Monte e Ignacio Grávalos.
